“And forgive thy people that have sinned against thee, and all their transgressions wherein they have transgressed against thee, and give them compassion before them who carried them captive, that they may have compassion on them:”
פָּשַׁע
To transgress, to rebel, to break away. Pasha. He bore the sin of many and made intercession for the transgressors. The worst rebels are included in His intercession.

Transgression, rebellion. Pesha. Wilful rebellion against God. Not just a mistake but a deliberate crossing of a known boundary. God forgives even this completely.
