“Surely there shall not one of these men of this evil generation see that good land, which I sware to give unto your fathers,”
שָׁבַע
To swear, to take an oath. Shaba. God swore by Himself because there is none greater. His promises are backed by His own eternal nature.

To see, to look, to perceive. Raah. The LORD sees not as man sees. Man looks on the outward appearance but God looks on the heart.
