“The priests the Levites, and all the tribe of Levi, shall have no part nor inheritance with Israel: they shall eat the offerings of the Lord made by fire, and his inheritance.”

The shepherd's rod was not for the sheep — it was for predators. The staff was for guiding and steadying the sheep on narrow paths. David walks through the valley of the shadow of death and takes comfort not in the absence of danger, but in the presence of the shepherd's tools. God is equipped for what lies ahead of you.
