“I am sought of them that asked not for me; I am found of them that sought me not: I said, Behold me, behold me, unto a nation that was not called by my name.”
שָׁאַל
To ask, to inquire, to request. Shaal. Ask and it will be given to you. God invites inquiry. He delights in the person who comes to Him with honest questions.

Seek, search. Baqash. To search diligently. Seek the LORD while He may be found. This is not passive looking but intense searching with your whole heart.
