“And now, because ye have done all these works, saith the Lord, and I spake unto you, rising up early and speaking, but ye heard not; and I called you, but ye answered not;”
עָשָׂה
To do, to make, to accomplish. Asah. God looked at everything He had made and called it very good. Your life is also His asah. He is still working on it.
שָׁמַע
you listened

To hear, to listen, to obey. Shema. Hear O Israel. In Hebrew to truly hear means to obey. God is looking for those who hear with the intention to do.
