“They that forsake the law praise the wicked: but such as keep the law contend with them.”
הָלַל
To praise, to shine, to boast. Halal. Let everything that has breath praise the LORD. Exuberant irrepressible praise is the proper response to God.

those who forsake

To leave, to forsake, to abandon. Azab. I have not forsaken you. God will never abandon those who belong to Him. His commitment is unconditional.

Law, teaching, instruction. Torah. Not just rules but God's loving instruction for life. The law of the LORD is perfect restoring the soul.
