“They have mouths, but they speak not: eyes have they, but they see not:”
רָאָה
To see, to look, to perceive. Raah. The LORD sees not as man sees. Man looks on the outward appearance but God looks on the heart.
פֶּה
a mouth

Mouth. Peh. The mouth of the LORD has spoken. God's mouth never speaks empty words. Every word He speaks will be fulfilled.
