“The burden of the word of the Lord in the land of Hadrach, and Damascus shall be the rest thereof: when the eyes of man, as of all the tribes of Israel, shall be toward the Lord.”

The shepherd's rod was not for the sheep — it was for predators. The staff was for guiding and steadying the sheep on narrow paths. David walks through the valley of the shadow of death and takes comfort not in the absence of danger, but in the presence of the shepherd's tools. God is equipped for what lies ahead of you.
