“The wicked shall see it, and be grieved; he shall gnash with his teeth, and melt away: the desire of the wicked shall perish. ”
רָאָה
To see, to look, to perceive. Raah. The LORD sees not as man sees. Man looks on the outward appearance but God looks on the heart.

a wicked person
