“He stretched out his hand over the sea, he shook the kingdoms: the Lord hath given a commandment against the merchant city, to destroy the strong holds thereof.”
נָטָה
To incline, to stretch out, to bend. Natah. He inclined His ear to me. God bends down to listen. He positions Himself to hear the faintest cry of His people.
צָוָה
he has commanded

To command, to charge, to appoint. Tsavah. He will command His angels concerning you. God gives specific instructions to His angels about your protection.
